Cant change desktop background

Ok, and its home premium, as i see in your system specs.
Do you have a dvd/cd burner with an extra blank cd or dvd? If you do, and you know what a torrent is and you have a bittorrent client, download the 64 bit recovery .iso file from the page i have provided for you in the link below. Download it, and use a dvd or cd burner software and burn the .iso recovery file to a cd/dvd and make it bootable. Now, this is a great disk to have if you ever try to boot your computer and it won't boot, or if you are having problems with your computer. If you don't have this disk before something happens to your computer, and something happens, your SOL.

try this:


start > run > regedit > HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows > CurrentVersion > Peronalization

double-click the 'AllowChangeDesktopBackgroup' and change the value to '1'

***this is the 'safe' alternative way to ensure you have the ability to change the desktop:

start > run > gpedit.msc > User Configuration > Administrative Templates > Control Panel > Personalization

double-click to the 'Prevent changing desktop background' -- make sure that is either set to 'not configured' or 'disabled'
