Solved Can't Change UAC

Changed UAC to lowest setting (single user).
Now;

1. Can't get an elevated command prompt
(shortcut properties are correct, SFC showed no violations, no malware)

2. UAC does not respond when logged in as USER

3. No manage UAC option in a different account when running as Admin.

4. Several program will not run that were fine before.

5. Can't open system restore.

6. Shouldn't play when all is well.

Best practice,...use next to last, not turn off completely. ;)

I was able to run system restore from admin account.
Everything is back to normal (?)
So, checking this as solved.

Note that if you completely disable UAC and are logged in as a standard user (not in administrator group), there is no easy way to get elevated programs running. The "run as administrator" option is really powered by UAC and disabling it prevents all elevation requests from appearing.

The hard way is to shift+right click on the menu option => run as another user, enter the an admin username/password (similar but not as secure as the true UAC), or just logoff/switch account to an admin password to do such tasks.
