Can't create new folders

Recently I have found that I can no longer create new folders in categories such as Documents and Pictures. My computer uses 64 bit Windows 7 Operating System. I'm not sure of when or how this problem developed because I had not tried to create new folders since April 2013 on this computer, until about a week ago, and the computer just ignores the command. Can anyone suggest how I might resolve this problem?

You might see if using step 5 in the tutorial below to restore the New -> Folder context menu may help. It also restores the default actions of creating a New Folder as well.
