Can't customize IE toolbars

I have 3 toolbars at the top of IE, would like to eliminate the bottom one with the star and google search, there is already a google search in the top bar. I'd then like to add my print, home, back buttons, etc. buttons but I can't add anything or get rid of that extra bar. When I click on Customize add or remove programs is grayed out. Any clues?

You might check and see if restoring the command bar using the tutorial below may fix the problem for you.

Thanks so much for the suggestion, it worked! I got my ability to customize-add remove commands back and working. I added my print and home icons but they are in that bottom tool bar I want to get rid of and can't be moved. That bottom bar is just a waste of space. The star is favorites which is redundant and the google area is nothing, just the logo. Does anyone know what that bar is called?

The star on the right of the tab toolbar cannot be removed as far as I know, but it can also be helpful for history and feeds other than just favorites.

It would just be nice to get rid of one of the toolbars and move the buttons, too much screen space being eaten up. I just like a very minimalist look.

You can right click on a empty space on a toolbar and uncheck the ones that you do not want that can be removed.
