Can't download files using IE

I'm not sure how long the problem has been since I typically use Chrome. Decided to upgrade to IE11 (from 10) and couldn't download the .exe file. Gave a message that download couldn't complete. Sure enough I couldn't download any files using IE while they dl'd fine in Chrome. Other Win 7 computer does not have the issue.

Went ahead and updated to IE11 and now I have the same problem of not being able to download files and now the browser crashes each time. Found some suggested fixes related to settings in IE and all of them were already present. Also saw some suggesting running FARBAR. I ran it but I don't think it worked properly (another issue I imagine). I went ahead and reset IE11, no change. Saw some reports of it being related to profile so I logged in using Guest account and sure enough files downloaded fine using IE11.

So where does that leave me? Do I have a corrupt profile? Like I said I don't really use IE but I would like it to be able to download files. Thanks for any help provided.

Did you try clean boot ?
Use Clean boot,

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

Has your machine EVER been infected, its possible that the problem was removed but NOT some of the changes it made.
I ask, as this is the same problem you hit when you tried IE10.

Looking at that thread, the same conditions apply regarding the Guest account.

Something has changed your "security privilages", on your primary user account.

The easy fix is to create a new user profile and delete the old one.

Thank you for jogging my memory. I did have this problem when going to IE10. It got resolved but at some point apparently the problem came back in IE10. The problem remained in IE11 when I installed it.

Looking at that thread (almost one year ago exactly) I see that I ran Safe Mode w/Networking and I was able to download in IE. Once I restarted Windows normally I was able to download in IE10. So I tried the exact same steps. Started in Safe Mode w/Networking and sure enough I was able to download in IE11. Restarted the computer normally and I am able to download in IE11. Verified it with several downloads.

Why using SM w/N fixes this is beyond me. But I guess I have to keep this in mind for when/if it happens again.

As for the machine ever being infected. It has been. I had done a thorough cleaning but never a complete reinstall of the OS. IIRC when it was infected (before fixing) I couldn't download but changing a setting in IE fixed that and I was able to download the tool I used to fix. I suppose something may remain and it periodically rests my security settings. Thank you for responding. I have marked this resolved for now but will look into the security aspect further.

Thank you for the suggestion. Since the issue appears sorted at this point I will keep your suggestions in mind if it occurs again.

But why do you think when I return to running Windows normally the downloading problem is gone? Somehow the driver is reset? I am deciding whether to upgrade this computer to Windows 10 using a USB created with the Media Creation Tool. It would still be an upgrade as opposed to a fresh install so would that get rid of anything lingering? I don't think so.

ESET Poweliks Cleaner was what I had used to remove the infection. I am sure I ran a regular ESET scan several times since then and it comes up clean. As do Malwarebytes and MSE. But I will run as you suggested.

I had already run ESET Poweliks Cleaner when I had the issue. It removed the trojan. Running it now finds nothing. I spent the day running several scans and all come up clean so not sure what exactly is going on with IE not being able to download when a new version is installed. Its working now.

Thanks. Having all three OS's I am a member of each forum. Have a month or so to figure out which machines and if or how I am going to move them to Win 10.
