Can't drag folders or shortcuts onto second monitor

I'm running Windows 7 64 bit system with a 1GB nVidia GTX 460SE video card, and can no longer drag folders from one monitor onto the other.

Can't use any of the function keys or top row of keys on my keyboard either - don't know if that's a related problem. Keyboard issue probably predated the folder moving issue though I'm not really sure.

Any suggestions of what to try or how to track problem down?

Can you move the mouse from one monitor to the next with out any problems.

Yes, I can move my mouse between screens without any problem.

I can also drag things onto my second screen but when I release it, the file or folder snaps back to the original monitor.
