Can't explain weird display problem

Hi, my display is really off and there are times when games are pixelly(?) and there are times when its fine. I am here to identify if it is a GPU problem or a monitor problem. Here is a picture taken with my phone because you guys might not see it if i print screened. Thanks guys.

EDIT: errr sorry guys, its rotated to the right for some reason ...the yellow arrows should be pointing up, sorry for the inconvenience

Hi,

First thing to do is plug in a known working monitor in order to rule
out the original monitor as faulty.

If that is not the case then check to see if your GPU driver is up-to-date?
