Can't install programs

Hello, earlier today I reformated my computer and re-installed windows 7 after it beging a dick. So now after two boots I still can't install any kind of programs. I can't even change stuff in C:/ drive as everything is write protected and admins doesn't have the right to do anything.

Did you clean install (format)? Did you move the HD from one computer to another?

Have you tried going into My Computer, right clicking the C drive, opening properties and changing permissions around? I've had a similar issue in the past with Vista (Before Windows 7 was released), and the two OSes are quite similar as far as permissions go.
