Can't load RemoteAccessConnectionManager serv. Eror:711

Ok guys, need your help here, I can't connect to internet, this is my problem:

in services, if I choose start, this is what I get:

typed regedit, this is what I have for rasman ( I don't understand anything of it):

tried with sfc:

system restore didn't helped, tried via system repair cd.
I'm online now 'couse I reimaged C partition.
I would appreciate any help on this one guys, thanks

You receive an "Error 711: Cannot load Remote Access Service Connection Manager" error message when you create a network connection might help

As shown on the picture, it's already set as I suppose it should be, I tried with start, and that pop up window showed. The thing is, after I turned of/on my PC, that eror ocured. Now, I'm asking for help, 'couse when I shut down the PC again, if I can't connect again, I wouldn't be able to ask for help from you guys, I would have to re image C partition again.
