You can disable "Windows error reporting":
boot in safe mode -> Start -> services.msc -> select Service "Windows Error Reporting" -> set Startup type to 'Disabled' - reboot.
check if this solves the problem.

You could also run a file system check:
command prompt with admin rights -> 'sfc /scannow'
to check consistency of system files.

thanks for the quick responses.
I will try the Startup repair as I cannot log on in safe mode either !.

However I have a duel system, with xp on another HD ,
Is there a way I get in through my xp system to try the 'Windows error reporting ' and the 'file system check' ?

Before installing new:
From Recovery DVD instead of doing 'StartUp Repair' go to 'Command prompt' and type:

c: -(drive/partition where OS is installed, check with 'dir' if this is the correct one)
sfc /scannow

File system check should repair demaged system files.

You should be able to logon to safe mode at least after this repair.

Restart windows and run sfc again '

Can you post the invalid actions you are getting.
Write down the messages you are getting from Windows.
Do you have a 'C:\Windows\winsxs\pending.xml' file on your disk?

-------------
The next step would be login to XP and backup of your user files (files you have created and are important to you) from Windows 7 partition.
Then a fresh install of Windows 7 - use the guides!
