Can't make tutorials?

Hello, just signed up because I wanted to make a small tutorial, however when I try to make a "New Tutorial" I ain't allowed to do that, why?

Probably need so many days registered & 10 to 25 regular posts made to establish yourself as a member in good standing.

Here is a good tutorial on tutorials... It says you can't be in a tutorial when you click New Tutorial so maybe that is what is stopping you?
