I had this problem on my last W7 install but can't recall how I got it to work.
Using Control Panel -> IE options (NO browser windows or any windows of any kind open), I can change the location to D. I can see there is a TIF folder on D now. When I log off (per the popup) and log back on, it's still pointing to C. I've tried multiple times and can't get it to stick.
