can't move Temporary Internet Files

I had this problem on my last W7 install but can't recall how I got it to work.

Using Control Panel -> IE options (NO browser windows or any windows of any kind open), I can change the location to D. I can see there is a TIF folder on D now. When I log off (per the popup) and log back on, it's still pointing to C. I've tried multiple times and can't get it to stick.

All IE browsers closed.

Control Panel -> Internet Options (same thing would come via IE menubar Tools -> Options).

Browsing History - SETTINGS. Click on there to MOVE the Temporary Internet Files (TIF) folder.

I can change it to D (navigate to D via the tree (+) applet. Click on OK and back on prior applet I can see it's changed from C: longpathnametoinstalledTIFfilelocation to D:\TIF.

The popup then tells me I will be logged off to COMPLETE the move. I'm logged off. Logging back on (no shutdown) shows them BACK to C: originallongpathname.

Yes, that's the screen.

After changing the location, it SHOWS as D: TIF.

However, upon closing and logging off (but not rebooting), it's back to C: .

As well, this DID occur upon my initial W7 install a month ago. I got it working but can't recall how (but it was buggy back then).

Could it be that there was already a TIF folder ON D: (from my last attempt at getting this to work) such that it's seeing a folder ALREADY existing called TIF?

I tried moving to my E: drive which definitely has NO TIF folder on it. It still won't move.

Let's rule out the possibility of a conflict with another program.

Perform a selective startup and try moving the folder.

If it works, we can start looking for the rogue program.

I disabled ALL items in STARTUP:

Microsoft Security Essentials
Adobe Reader and Acrobat Manager
Adobe Reader
Microsoft Intellitype (keyboard software)
Logitech QuickCam Ribbon
PowerReg (logitech webcam?)
Java updater
Office XP

The Control Panel -> Internet Options applet NEVER works in trying to move TIF.

You have to use the exact same applet but via Internet Explorer -> Options. Go figure. IOW, I figured it would be safer to move TIF while IE is NOT open. Seems the opposite.

Of the above, I'd guess Security has to be the culprit as this is the only DIFFERENT software I have on my PC compared to last W7 install (no antivirus other than what's on Windows W7 by default).

I have no idea. How do I get that information? If I right-click the drive (properties), it shows Authenticated Users, Systems, Jim/admin, Jim/user.

Let's review:

Original W7 install by store provided C: and D: partitions.

On THIS W7 install, my E: F: IDE drive was also attached (wasn't last time). E: and F: were formatted by INITIAL W7 install as this drive was added after-the-fact.

Is this a potential "SID" of some type?

Did you do a fresh install or was this an update? If under the security tab you see "Systems", double check to make sure that permission is set to "full control" for systems. If the options under security has any "greyed" out, you're more than likely inheriting that ACL from the parent drive or folder.... which could be your issue.

This was a complete "fresh" install (CUSTOM selected, not top "upgrade" option during CD install).

I just rebooted with ALL startup items ENABLED. Now, I just manually disabled Microsoft Security Essentials and tried moving the folder and it WORKS. It's MSE.

Yes, SYSTEM and Jim/admin BOTH have "full control" (top option checked). Both D: and E: show the same.

Can you explain what the above is trying to accomplish? %temp% I assume puts me in a directory associated with that variable/pathname.

Run -> temp gets UAC popup
Run -> %temp% works

I don't want to try the last until I know what it's going to do.

How do you know this? When I searched on any posts to find out why I couldn't move my TIF folder, I saw no references to AV.

Can you explain? The first 2 simply opened up Windows Explorer to a TEMP directory/folder. What does the prefetch command do?
