Can't Move Windows Around

I recently got a new computer (Windows 7 Home Premium 64bit) it is shared between my family. I've discovered that I can't rename anything, drag windows around, or use the drop down menus. When I try to rename it'll stop immediately after I select rename. If I drag a window it goes right back to it's original spot, and when I try to log off that menu disappears right away too. I really need help fixing this, thank you in advanced.

Welcome to sevenforums

This behavior may occur because the Default Access permissions have been changed in the Dcomcnfg.exe tool.

To resolve this behavior, perform the following steps:

1)Click Start, click Run, type dcomcnfg, and then click OK.
2)Click the Default Security tab.
3)In the Default Access Permissions box, click Edit Default.
4)Verify that both System and Interactive are listed with Allow Access. If either are missing, add them by clicking Add.
5)In the List Names From box, make sure that the local computer name is listed.
6)Set Type of Access to Allow Access.
7)Click the account that is missing, and then click Add.
8)Repeat Step 7 if both accounts are missing.
9)Click OK, click OK, and then click OK again.

To update your settings, you must log off, and then log on to the computer. :)

I can't seem to find Default Security :confused:
EDIT: I found the area and in the local PC both are checked for allow, why would it still be doing this? Also I don't quite understand step 7.
EDIT2: I probably should've noted this before, but I can drag around other programs just fine ex: Skype. It's when I view my files is when it will not let me drag them around.

Also I apologize for the late response.
