Can you bring up a run prompt (hold the windows key and hit "R")? If so, type "appwiz.cpl" (without the quotations in both cases) and you should bring up the add/remove programs window.

If you get to the point where you want to try re-installing windows as maybe a last resort, you could reset your BIOS to fail safe defaults with the motherboard jumper. The default setting for the BIOS option that enables BIOS USB keyboard support is usually "ON". another option is to borrow a PS2 keyboard so you can access your BIOS settings. If you do that also enable USB keyboard support, it may also be referred to a Legacy USB support. Once you enable that setting you will be able to access your BIOS with a USB keyboard.
