Can't open JPEG photos downloaded from cellphone

I have downloaded photos from my cellphone that are listed as being JPEG files and I am not able to open them with any windows software I have. Windows Photo Viewer gives an error message saying the pic files cannot be opened because the software "can't support the file or needs updated". Photo Gallery says the pic files "may be unsupported, damaged or corrupted" and Paint says, file is "not a valid bitmap file" or the format is not currently supported. And then lastly, my 2007 Office Picture Manager gives no error message and displays only a simple red "X" in the middle of the screen.

Can anyone help?

The file format is obviously no good. Download them again and see what happens. Best is to copy them from Windows once the cell is attached and not to use any honky programs for that.
