Can't re-arrange start menu

Anybody else notice this? I absolutely despise that every program things it needs its own folder for Uninstall (That's what Add/Install is for!) and documentation (that's what F1 is for). So I try to keep all install programs in folders like Games, Internet, Utilities, etc. But with Windows 7 I can't do it right from the start menu. I can drag and drop them fine, but they aren't actually moved. I have to open up the folder (via right click>open all users) and move them that way. I'm pretty sure it's because they're in the All Users part of the Start Menu because when I try to move them from the actual folder, it asks me to confirm it. No such dialog box comes up if I do it from the start menu. Is there a fix for this?

That's actually what I did, I just thought there might be a way to do it without having to resort to that rather annoying workaround. Thanks for the quick response, though.

It is because Classic start menu option has been discontinued.

Well I suppose that you could open two windows at that location to make it easier to drag and drop them between the windows.

Programs in the start menu

Ive rearranged my programs list & put new folders in, you have to cut & paste them on top of each other i just can't remember how i got the programs folder up so i could add new folders LOL.
I'll work it out & get back to you.....

What I did was to open "all users" in one window, and my personal start menu in another... Then I used the snap feature and side by sided them. I dumped everything over into all users and made folders in my personal --Utility, Electronics, Programming, Word Processing, Graphics, etc.-- Then I shuffled the icons around with drag and drop placing each program in it's appropriate category. Once all users was empty I made a couple of folders over there and moved a few things back. As it's organized now I can do whatever I want but the others on here can only browse the web, look at pictures and read PDFs... They don't have the tools do do anything else.

change the start menu/ALL PROGRAM layout

you can change the start menu layout like this......
click START/RUN & TYPE "start menu/programs" THIS WILL OPEN THE EDIT BOX USE THIS TO CREATE NEW FOLDERS ,BUT IF YOU WANT TO REARRANGE THE FOLDERS CLOSE THE BOX & DO IT IN
"start/all programs" YOU HAVE TO CUT & PASTE THEM ON TOP OF EACH OTHER.
