Can't record from stereo mix, even when selected

For some reason I can't get my machine to record audio through the stereo mix.
I opened up the recording options and set "stereo mix" to the default device. Yet no program I use is getting "recording" audio from this source; it only picks up sound from the microphones.
This is really frustrating because most programs don't let me select a specific device for recording audio, they just take whatever windows gives them. So why can't I give them the audio from my stereo mix?

It is enabled and set to default. I also tried disabling all the other inputs. This only led to getting absolute silence when I tried to record.
I also went through all my devices' properties and made sure "listen to this device" was disabled on all of them. And I verified that the levels for the stereo mix is set to 100.
Still no go.
