Here are the minimum hardware requirements for running “Aero” effects in Windows 7.

1-gigahertz (GHz) 32-bit (x86) or 64-bit (x64) processor

1 gigabyte (GB) of random access memory (RAM)

a DirectX 9 compatible graphics processor with a Windows Display Driver Model (WDDM) driver, Pixel shader 2.0 in hardware, and a minimum of 128 MB of Video RAM

Your main problem is that very few, if any, standard VGA adapters will meet these requirements... You will need to use an actual AGP graphics card and I would also recommend increasing your memory to two gigabytes of RAM... ;)

Please fill out your system specs, so we know what we're dealing with... If you are unsure, download SIW - System Information for Windows
i filled it out

Stating "Standard VGA Graphics" in your system specs doesn't help much. There are only two graphics chip manufacturers, nVidia and ATI (now AMD). We need to know which of the two you are using.

But I'll try to help you, if you don't know:

To help you identify your ATI graphics card, you need to visit the ATI Website.

For nVidia, you can also go to the nVidia Website, then click the "GRAPHICS DRIVERS" button, which if I understand it correctly, will auto-identify your graphics card for you, if you're using nVidia (I'm not sure, because I use ATI Graphics)

Whicher card type you are using, you need to download and install the newest drivers for your graphics, and Aero should then work fine.

Oops...

I've just been to the Dell website, and I can't find the "Dell Dimension 4600i". All they have under driver downloads are the 4600 and the 4600C - and neither of them support Windows 7, so it's not very likely that you'll be able to get Windows 7 drivers... (Although the VGA driver section has XP driver for ATI, nVidia and Intel, so I can't help you decide which to use)...

The earlier solution I gave you about going directly to nVidia or ATI might, MIGHT help. If that fails, you may also want to try going to the Intel Driver Website, for just-in-case your computer uses an Intel display adapter...

your graphics card is an ATI Radeon 7000 series, which would be adequate for aero effects, except that nobody bothered to make a driver for vista or windows 7. You'll have to upgrade your graphics card

your graphics card is an ATI Radeon 7000 series, which would be adequate for aero effects, except that nobody bothered to make a driver for vista or windows 7.

Why would they make a driver for a card that is over 10 years old? That and it is only a DirectX 7 card,

ATi RV100 GPU - Specifications, and Pictures - GPUReview.com

so it wouldn't work with Aero even if there was a driver for it. At best for that old card is to use the last XP driver for it,

Catalyst™ 6.11 Display Driver for Windows XP Professional/Home Edition

installed using compatibility mode,

A new card just for Aero isn't the best of ideas either. For starters the age of the computer in general, and not only is that old 7000 not supported neither is the Intel 865 chipset,

Documentation

That and the cost of a new card (AGP or PCI, depend on what is actually on the motherboard) is pretty much more than the whole computer is worth, This is one of those situations where it is better to either make do with what you have or stay with XP, and go with 7 when a new computer is bought that is up to spec for it.

Still not really worth it. Don't forget that if and when paddy gets a new computer, a new card for the old won't be able to be used in it.

Another thing to remember is the headache that goes along with an AGP card in a system with an unsupported chipset (Intel 865 in this case), the graphics card forum is full of threads about this issue. Not sure how well the 865 works with whatever default AGP driver gets installed with 7, but if it doesn't work properly neither will any AGP card installed.
