Can't run most programs - Please Help

I'm not sure why but when I try to run chrome, winrar, system restore, or most normal programs it refers to what looks like 7-zip manager. Many of the program icons on my desktop have changed to the 7 zip icon. The file inside the zip manager are odd .data or .text file that don't seem to do anything. I can't seem to install anything new because it resorts back to this problem. My antivirus can't run along with a few others. I think if might be a registry problem, doubt it is a virus. If someone could please help me I would greatly appreciate it.

You have another thread with the same issue. It is generally not a good idea too double post as it cuts down on the help you will get on either and confuses other people.
