Can't Run Executables On Other Users I Run As Administrator

Basically, executables will not run unless I Run as Administrator.

I have tried System Restore already, editing the registry, and reinstalling Windows is NOT an option. Making the other users run it as administrator is not an option either.

Is there any way to fix this so programs can load regularly for other users?

EDIT: Other computers on our home network are also getting this problem... yeah it's strange.

This sounds like virus created behavior, which could also explain why other PCs on the network are also exhibiting the issue. Suggest you download and run the free Malwarebytes as a start, see if it finds anything. If you are infected you'll need to remove the PCs from the network, and clean them each separately, confirming each is clean before reconnecting them. You can also try the Windows Defender Offline as well. You may also have to reassociate the exe files after cleaning.

Malwarebytes : Malwarebytes Anti-Malware removes malware including viruses, spyware, worms and trojans, plus it protects your computer
