Unless you are using the hidden administrator account, you are really a pseudo-administrator.

Why are you trying to save pictures to that location?

I try to avoid saving anything on my OS partition.
I would definitely try to avoid saving items to the location in your picture. :)

Paste elsewhere and then move

Unless you are using the hidden Administrator account, you are really a pseudo-Administrator.
The user account description says that you are an Administrator, but you really aren't.
The hidden Administrator account outranks the normal Administrator account.
Also the Administrator isn't the highest privilege level (I think that "Trusted Installer" outranks Administrator).

Often you can't directly paste files into a protected location (e.g. shortcuts in the "All Users" Start menu).
In those cases you have to paste the file somewhere else first (e.g. the Desktop) and then move them to the desired location.

IIRC, the reason is to prevent programs (e.g. malware) directly adding items to protected locations.
