Solved Can't see the tops of my programs. Changed overnight.

Woke up this morning to a strange problem. Any program I open has the top of it cut off. Can't see the x or resize option etc. The width of the programs, however, is normal. Steam, itunes, firefox, they're all doing the same thing. I updated my monitor and graphics drivers. The problem persists when adjusting resolution, so that won't work. Restarting didn't help. Never seen this before. It's very annoying. What's the deal?

Running Win7 Home Premium 64bit.

Also fun fact: I just tried to take a screenshot of the issue, but it showed the top of the bar normally even though I can't see it. So that's not happening.
