can't start normally or in safe mode, just gives restore option

I have problems with my HP laptop. When I switch it on, it goes straight to 'restore your PC to factory state' and if I click no, laptop turns off immediately by itself. If I try to use any of the other option: start normally or safe mode options, when I click on them it takes me back to 'restore your PC'. I don't mind restoring it but at first I should take out some important files and documents which is not possible if it even doesn't wants to run in a safe mode. Hope someone can help.

At least there are programs who can run in stand alone mode from a self starting Cd with which you can copy all your important data. I own a mini Windows that runs like a normal stripped version independent of what kind of operationsystem you have.
Perhaps you can use a restore DVD which you prepared on another PC. Most of the time a minor fault disrupts startup.
So you can also try to restore the bootsector or use a restore-point.
Most of the time checkdisk can repair minor errors.
It may be the BIOS.
If nothing works you can take out the harddisk en copy all important data elsewhere.
Cheap USB equipment is available to copy it to another plugged in hard disk.
Self programmed units are independent of operating systems.
Pop in both drives and it copy's. Or write it to another PC as backup.
With these units you can also read out your old taken out drive after a fresh installation on a new one.
