Can't stop IE Info bar from popping up

I made an HTML menu that I use when I open IE. Each time I start it, there is a popup in the information bar that asks if I want to allow ActiveX controls. I clicked on Tools>Internet Options>Security and then in Custom Level, I went to the ActiveX Control section and clicked on Enable under Automatic Checking for ActiveX controls. Any idea why the popup occurs?
BTW, I am using W7-64bit, but am using the 32bit IE8.
