Can't Switch Users

When i attempt to switch users I have a screen displaying all of my user accounts but the cursor freezes and I can't use the mouse or keyboard. I must power down and then power up to reboot.

Windows 7 Home Premium x64.

Thanks for the reply. I do have an ATI Radeon HD 4350 display adapter and I am running Norton Internet Security. I can switch users by logging off and then logging on as a different user. I consider this a circumvention, not a solution because the original problem still exists. Prior to posting I did search the web with Google and Bing and have found no solution.
