Cant turn on PC with 2 HDD's

Hi i have made a custom build pc , while i was trying to launch it with 2 hdd's it got stucked in starting windows...
The motherboard recognised the 2nd hard disk but i couldnt start up. The 2nd hdd is with bad sectors so i tried to solve them by formatting it but i couldnt. Do you know any software that fixes it without launching in the desktop?

No when i open the boot menu the computer recognise it but stucks in windows is starting

Run the drive manufacturer's diagnostic/repair utility - the DOS version, and check the health of that drive.

If the drive can't be reapaired with these utilities, discard the drive.
