Can't update Windows 11 Package 9C59

Whenever i try to get my only windows update "Internet Explorer 11 for Windows 7 for x64-based system"
it comes up with "Error 9C59" i've everything i know to fix it.
I know i'm supposed to attach my CBS file but it won't let me upload it, possibly because it's too large of a file size.

I had the same error once and Microsoft suggested to uninstall IE 9 first. But I installed IE 11 in safe mode. I am in no way that knowledgeable about computers it was just after hours and hours of trying different things. Good luck.
