Cant update windows

Windows version is:windows 7 home premium 64bit.antivirus:avast,and firewall is windows firewall.
when i try update my windows ,i got only this message:error code 80246008
i have tried these methods:System Update Readiness Tool-message "verify that you have sufficient privileges..."Yes i have only one account with privileges.
i have also installed manually upgrade KB947821-nothing happens
and commandprompt:net start bits-error message:system error 1068(wuauserv is running)this update problem starts 4 weeks a go....
so what to do next?i do not want reinstall my windows again

and here is:error 1068-the depency service or group failed to start.

This error relate rather to issue with BITS service

it would be

-service is corrupted
-some 3p software i.e security software,download accelerators disturb BITS service
-infection

1.Disable firewall,antivirus
2.Scan your system by using Malwarebytes Malwarebytes
3.Unistall completely 3p security software (firewall,antivirus,antispyware) and download accelerators if you have

If none of previous suggestions help then probably you have corrupted BITS service and it must be fixed.In this case download & run VistaSysInfoTool http://www.vistax64.com/attachments/tutorials/6023d1219438947-vistaforums-sysinfo-tool-vistaforums-sysinfo.exe

(select all in this tool) and log attache to post

Open regedit (Start>>Search>>regedit) and check permissions for these keys:

HKEY_LOCALE_MACHINE\System\CurrentControlSet\Services\BITS
HKEY_LOCALE_MACHINE\System\CurrentControlSet\Services\BITS\Parameters
HKEY_LOCALE_MACHINE\System\CurrentControlSet\Services\BITS\Performance
HKEY_LOCALE_MACHINE\System\CurrentControlSet\Services\BITS\Security


Permissions should be following (for all keys):

Administrators,SYSTEM (full control,all checked)
Users:read

anywhere you have different settings you have to correct it + restart

To check permission right click on key>>properties>>permissions
