Can't use Parental Control to users

When I want to set up Parental Control to one of the users in my computer, I got this error. Anybody can explain to me why I got this error and how to solve this error?

Hello maafia,

Do you have windows live parental controls installed (to find it, type "live parental" it into windows start search)? If so, you might consider using that instead. I've done the scannow option several times and the result was Windows did not found any integrity violation..
