Can't watch YouTube other video sites ok

I put a machine together today Windows 7 Pro x64, i3 and GA-H61-S2PV (gonna be a present) and when I tested it on YouTube with IE I got no video and the message 'an error occurred. please try later'. Other video sites eg Vimeo BBC iPlayer work fine. After much tinkering, since it was a new build I re-installed W7. Same problem.

Things I have tried -

disable firewall
clear cache + cookies
install Firefox
uninstall + re-install Flash
reset IE settings
manual + auto NIC settings

install was from a USB I have used for other builds. Thought the media might be corrupt, but other video sites are ok - its just YouTube that won't play. Machine is connected to a switch and the other 2 pcs are ok.

I feel like I'm missing something obvious here - any suggestions?

Go to Internet options/ Advanced section/ Check the top box-use software render....Apply and Okay.
Manage add-ons and make sure shockwave element is enabled.
Gear symbol on the top right and Safety and see if active x filtering is checked/ Uncheck it.

Thanks for reply. Tried all that and still no YouTube. Have just installed Chrome and YouTube works on that. I've been building pcs for years, but never had this problem before. The hardware is all new (pre-assembled mobo bundle) - its a mystery.

The only other things I can think for is did you delete personal settings when you reset ie ?
The other 2 would be are you using the 64 bit version ?
Or is Enhanced protection mode activated either of the last two will not support flash player.

Flash player is working for other sites, its just YouTube that won't play. In fact some parts of YouTube will play (mainly ads) but most won't. I've narrowed it down to the fact that the page fails at a javascript call to the site where YT hosts its content - I think it was s.ytimp.com or similar. It seems my javascript is possibly faulty in some way. Chrome plays YT ok but I suspect that browser is structured different to IE and Firefox.

I deduced that javascript was the problem by re-installing and not upgrading IE8 to IE10. IE8 gave the message 'done with errors on page' which when clicked refered to the url above. IE10 doesn't give that message (but shows identical problem). I even downloaded an iso from a link on this forum and installed via disk not usb and got the same symptoms, so its possibly hardware related. The plot thickens. If I find the solution I'll post it. Thanks for reply.

This is usually a cookies issue, but you say you deleted them. Try this, when you get the "an error occurred. please try later", change the screen resolution button (360, 480, 720, etc.) and then see if it will play. Try hitting the back button, then try the video again, see if it will play. See if you get the same results from IE x64 as well. A Guy

I have tried all the above suggestions and am starting to think its a motherboard problem thats giving me a bad Windows install, especially since I have done several installs with different versions and media.

I tested the cpu with the Intel tester - passed. Ditto memtest overnight - passed. It was when I was setting up the memtest that I noticed something not right. Up to now I had been using a dvi monitor, but because the memtest is long and I needed the dvi for other things, I hooked the box up to an old vga CRT. When I tried pressing F12 for boot menu (to select the memtest CD) the pc hung. Ditto del at POST for BIOS - hung the machine. Windows works ok on vga but there is no POST screen or F key functionality. This leads me to think its a mobo problem.

I'm going to contact the company for a RMA. At least I have a real reproducable fault that I can complain about. I don't think they would accept 'can't watch YouTube' somehow. Thanks for replies.
