Hello sometimes when i play a game like Guild Wars my frames per second can rise up to 200-250

This is way to much and i dont like the video card to work this hard if he doesn't have to.

Is there a program that CAPS my fps to like 30-40 so my video card doesn't make this much of a noice ? (the fan)

A quick google search found this command.
-fps
Frames Per Second Limit - Can limit or cap the max frames per second
Usage: "C:\Program Files\Guild Wars\Gw.exe" -fps x

Just add -fps x (where x equals the number of fps you want) to your shortcut for the game.

Also you can enable v-sync. That will cap the frame rate at your monitor's refresh rate.
