A game CD of mine is starting to get a bit scratched, so I am wondering what is the best way for me to make a copy of it.

Use:
7's built-in burning
Slysoft's CloneCD
ImgBurn

I don't know about the built-in burning feature but I can vouch for CloneCD, used it for a couple years.
