CD with EXE file wont run

i have a CD with an efilmlt.exe file, and a bunch of other files in the directory (supposedly none are missing). I cant run the EXE file, which basically is a medical PET/MRI scan which uses a known medical imaging software "MERGE -E-MED". when i open/run it, NOTHING happens. also cannot open the DVD drive, directory, by clicking, need to select "open"...

i have tried many methods to open the file. in previous years the same file opened no problem (i think it was vista at the time). the DVD drive appears to be operating properly with others. the problem occurs on both Windows 7 computers. It did open on a single occurrence in a series of attempts on the desktop only, but nothing now! (not sure what i did different that time)

did virus, disk checks, tried "autorun", "open", "run program", run as "admin", saved to desktop, etc,

any clues...?
