since i got a new desktop pc my older pc just sits and collects dust
ive been thinking of making it to where i can access my video files threw it on my win7 pc and xbox one

would that do the trick
and would i need a 2nd monitor or is there a way i can view what's happening and going on
on the older pc threw my win7 pc

Yes, there are a few ways to do this: Remote Desktop is one way, and TeamViewer software is another.

I've been experimenting with TeamViewer recently and have found it to be very easy.

LogMeIn works much better than TeamViewer, but you really don't need to worry about connecting directly to it. Have you considered WHS 2011? It's actually quite cheap and has some very nice features for exactly what you want.
