CertEnroll dll

The xenroll.dll in Windows XP is replaced with CertEnroll.dll in Windows Vista and Windows 7. xenroll is a signed dll and CertEnroll is not. Is there any specific reason for not signing this dll? Or are there any updates released by Microsoft to replace this with a signed one?

Any information in this regard is greatly appreciated.
