How can I change the taskbar and make it look like this ?

I'll leave this to the experts, but that looks like a dock to me, with the taskbar hidden.
(I had to look at the picture at the top for a while though!!) I'll re-phrase that, the normal taskbar is at the top.

This a Dock the Taskbar has been moved to the Top

You may add the Dock by seeing

These answer are all correct, although due to having personal installation problems with RocketDock, I moved to a dock called XDock, which turns out to be just as good/usefull.

Yeah sure Every dock does what it is meant for Apart from the Themes maybe Different
