changing highlight

When I right click on a desktop a drop down list comes up. Is there a way to change the highlighting that when I move my mouse on there? Also on the top of the window where it has File, Edit, etc. when I move mouse there it goes black. Can I change that too? On windows 98 you can change it.

I guess I am kind of confused by your wording.

If you go to Control Panel > Personalization, they have a bunch of different options in there that might help you.

Ok when going to the desktop clicking on right click on empty space a list comes up. Then when I put my mouse over the list and scroll down there is no color. I change it on the advanced settings to red and yellow on the selected, but its gray and the highlight is cleared. Also, on the top of a window where is file, edit, etc. when I put my mouse over it turns black. The file, etc. I have red. Why does that go black when I put my mouse over it? I wanted to stay as red.
Hope this make sense now.

Let me state it other words. How do I change the default gray color when going over the top of the window where it has File, View. etc.?
