Changing Windows OEM (Original Equipment Manufacturer)

I want to install "StarDock Windows Fences 2.0" on my Samsung Laptop..
the program is available as a "Driver"...and is free..but will only run on "HP computers"..
there are also various Webcam, Docks etc. that are "HP Specific"

If I was to download a program that changes the OEM information...
would it allow these programs to be installed?

I don't believe so. The driver is hp specific, and just changing the OEM info does not change all the parameters that determine the manufacturer. You can still get the older, free fences. It isn't 2.0, and not the Pro of course. The HP version is only for specific HP versions as well, and any hacks to make it work on your PC would not be legal.
