I would start by making sure that the correct file association is set for .chm files http://www.sevenforums.com/tutorials/19449-default-file-type-associations-restore.html Scroll down to .chm If no help, I would run the System File Checker http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html See if either of those help.
