What anti virus are you running?
Can you uninstall your current Anti virus and then try to replicate the issue by launching Chrome?

Make sure you followed these steps to get a perfect Clean Reinstall - Factory OEM Windows 7.

If you'll stick with the tools and methods given you'll keep a perfect install.

In addition, if you're prone to infection like that then I'd add the paid real-time protections which Malwarebytes offers, which is how I've helped others solve chronic infection. Choose the 30-day trial when you install. It should stop you from proceeding when any malware is in the mix.
