Messenger is one of the programs that comes with Windows Live Essentials. That's how it's supposed to work if you choose to install it. If you uninstall it from the group of installed essentials components, it won't work anymore. You can instead go to Hotmail.com, sign in with your LiveID, and click on the "Messenger" link at the top.
