Solved CLR20r3 kernalbase.dll Error Please Help!!

Hello, I've been facing this problem for 4 days now. I've been playing Dragon ball Z Budokai Tenkaichi 3 for almost a year. Now I'm facing some problems in PCSX2 Emulator (FYI I was not abusing the emulator I set the settings on medium native scale and only play 1 or 1:30 hour max) the game was running like a butter 60fps stable. I wasn't even need to overclock CPU or GPU. EE and GS usage were about 40% and 45% max.
Now all of sudden this error shows up. I've done all kind of solution but nothing worked installed every god damn VC redist packages x64 and x86 2005 to 2013 and SP1 and all that. Also .Net framework 4.0 4.5 4.5.2 etc. Nothing Worked.

When I try running game in Direct3D 11 then it ran but lots of lagging occurs. Please Help me.

Finally SOLVED!!!!!!

After five days, I've finally solved this bitchy problem. In my case vlc media player and ps2 emulator 3rd party app were keep crashing due to .Net Runtime and kernelbase.dll (SysWoW64) error.The problem was nvidia Geforce 355.82 new updated driver, MSI Gamming App and Corrupted User Profile Service. I formatted PC 4 times and still problem was persisted. Then after I read about error "SharpDX Exception unhandle" something like that and kernelbase.dll. All posts said one specific thing either it is Corrupted user profile or new updated driver is causing that problem. So I did both I degraded my nvidia driver to 344.xx series update , create another User Account and viola problem solved. I've checked all the applications and PS2 emulator they run just like as before.
