CMD from login ease of access

Hello
I followed a tutorial on how to change the ease of access icon on login screen Win 7 to have elevated cmd prompt before login. This worked fine on my laptop, now trying the same thing on my desktop PC I get the following error when opening cmd from ease of access

The system cannot find message text for message number 0x2350 in the message file for application

Cannot find message text for message number 0x8 in the message file for system.

C:\windows\system32

It beats me that its worked on laptop but not on desktop doing exactly same thing. I have tried copying original cmd.exe from laptop but still get the error. Ive tried Google and found this error can happen when logged in then go to cmd, Ive found nothing what tells me why its happening before login. I don't have a problem when logged in and get no errors. Has anyone had this error, if so was it an easy fix?

Hello Smokes mate can you run these if you have not already
SFC /SCANNOW Command - System File Checker
Disk Check < if necessary include the /f switch and if this does not make any improvement then just run this switch instead /r in the command line as per Option2
Run these in safe mode and the sfc often best run for two to three runs – you can leave out the /r switch in ckdsk if you feel it not necessary

if no fix then these

SUPERAntiSpyware | Remove Malware | Remove Spyware - AntiMalware, AntiSpyware, AntiAdware!
Malwarebytes | Malwarebytes Premium
AdwCleaner Download
ADW download from bleeping computer delete any rubbish found with the malware scans
(NB If you are running Kaspersky as the main AV then it might need disabling it when trying ADW because it does not like it at times)

Now I see you are running Kaspersky (I do too) if the above does nothing then try doing what you want with Kaspersky disabled.
