Sometimes Windows can update your color profile with a (faulty) version from the manufacturer. Strangely enough this can produce the effects you describe.
Type
color management in thein the search box and see what the default ICC profile is set to.
If it isn't already set to sRGB IEC61966-2.1 as default then you can give this a go.
1)Tick "Use my settings for this device"
2) select "Add"
3) highlight sRGB IEC61966-2.1 then ok
4) this just adds it to your list -
5) highlight sRGB IEC61966-2.1 and "set as default profile"
6) if it does nothing for you just highlight the old profile and set it back as default.
