COM Ports Question

Hello,

Is it O.K. to have a few programs set up with their COM Ports all the same number,
as long as only one program is ever actually being used at a time ?

I think COM ports are allocated a number for one item & it cannot be used by another item, even if it is not connected at the same time. However, I am not 100% sure.
