Comldg32 help needed.

Tried launching a program, gave me the Comldg32 or one of its dependencies is missing error message. Downloaded it, unzipped it, attempted extracting it to system32, the computer just wouldn't let me. Tried it again, and it said cannot delete output file. Figured that meant Comldg32 got put there, but no. Programs still gave me the same error message.

Help.
