Command line to keep windows 7 from automatically installing a driver

I have an older machine that MUST use a HP Laserjet 4 PLC4 driver (for software compatibility).
I am using a newer USB HP printer.
When I plug the printer up, Win7 automatically tries to install a newer driver.
If I right-click on the computer in devices and printers, choose 'device installation settings' and choose 'no', it does not save.
It always tries to install the newer driver when I plug the USB cable in.
Is there a command line way to keep it from automatically installing the new driver so I can use an older compatible driver?

You will need to delete the newer driver from the "C:\Windows\System32\DriverStore\FileRepository” folder
