Comp started freezing, but not crashing. No error message.

Windows Error Reporting Service was set to manual, changed it to automatic. Ran SFC /SCANNOW (which apparently I was doing wrong, it was just popping up and closing, I ran it in cmd and found it wasn't running as Admin, ran it as admin and it worked fine, "Windows Resource Protection did not find any integrity violation." After doing those two steps, MSE updated, not sure which enabled it but it's scanning now. I selected Full Scan and it's taking a while. Still running, will update after it finishes with results.

I'd run another full scan with Malwarebytes and Superantispyware. Decline free trials.
 
Whew, okay MSE did full system scan, 2.5 hours. No threats detected. Oddly enough, system seems slightly better. Still having problems but it's not running quite as slow. Also, regarding the registry checker, I believe I've downloaded and run one in the past, found out it was bloatware/adware and uninstalled it, but this was some time in the past, like a year or more ago. Either way, re-enabling wersvc and running sfc seems to have helped something.

A registry cleaner besides CCleaner is rarely recoverable and requires reinstall or running a crippled System. Most all are sales scams.
 
Restarting my comp also sometimes results in things like networking not loading up properly.
This might be a clue....and may explain some of the issue you see when not being able to install. I have seen lots a problems with the Killer Network drivers recently. Your driver looks quite old.

I went in and rechecked the running services and startup programs under msconfig, everything was re-enabled, which I don't remember doing... although I may have done it by accident. Either way, a few things of note. There were still avg processes listed there, even after using the removal tool, and upon disabling everything and restarting, web pages started loading again. This is the first time they've worked outside of safe mode in a while. Should I update the Killer driver?

No - don't update it yet. Use the system as normal with Driver Verifier turned on. Hopefully it causes a BSOD, and we can check if that driver is to blame.

So, the only change I've made is disabling all except MSE under MSConfig>Startup and all except Microsoft Processes under MSConfig>Services and restarted... my comp seems back to full functionality. This is worrisome since I know I haven't fixed the issue. Should I re-enable them so force the errors back into play?

Just an update, performance deteriorated again while playing a game and hasn't returned. Verifier is still, to my knowledge, running although I don't know how to check its progress. Still have yet to have a BSoD since onset of the problem. Computer did auto download, install, and restart from a Windows update, not sure what if any impact that will have, but I can't imagine changing a variable mid test is good. Will update if anything else occurs.

Thats normal when verifier is running - make sure Verifier is still on and carry on for at least 24hrs.

Should I be doing anything specific to try to force a crash? I've just been leaving a decently graphics intensive game running while I'm AFK not really touching the keys. Is this alright or should I be giving it more input?

After 24 hours of Verifier I had no BSoS. I restarted comp and ran MemTest86+ over night. 8th pass just completed with no errors.
Since DV didn't cause any BSOD we can conclude that there isn't a driver issue on the system causing these issues.

Just to clarify, what do you mean by crash? BSoD? To my recollection this comp has never BSoD'd. It is still running unusably slow. It just freezes and unfreezes and/or runs really slow. I just popped open my web browser and it took about 2 minutes to open. Also I get the "!Windows Alert !Do you want to change the color scheme to improve performance? Windows has detected your computers performance is slow. This could be because there are not enough resources to run the Windows Aero color scheme.
