I'm using Win 7 Home 64 bit. I made a change to the Windows Features and rebooted so it would take effect. It was adding CGI to IIS7. When it rebooted, I noticed the network icon showed it was trying to connect but never did. Also, I could click once or twice on the Start button but after that it was dead. I went into Safe Mode with Networking, where I am now. I restored back to that critical update a short while ago but the problem still persists. I am not sure what to do now. I do not know where my Win 7 disk is (for repair?). I'd stay in Safe Mode but the screen resolution is awful. Still, better than no computer.
