Computer does not boot, black screen(no signal)

Hey I've been trying to trouble shoot this pc and so far I have the PC boot up CPU fans run, CD drive light blink, HDD spin etc but the screen shows it getting no signal. I have tried using a graphics card over the onboard video but the system doesn't have enough power to power the card. I think its a 250w psu. Have switched HDDs, switched ram, and cleared CMOS and still getting the same black screen as well as the lights on the keyboard flash for a second and the mouse light does not light u. Also switched between a working monitor and a tv with VGA input tried both VGA and DVI. Its an Acer M1201 AM1201

To diagnose the problem, strip the system down to the basics: power supply, MB, CPU, RAM, and (wired) keyboard/mouse. Nothing else connected. Goal: get into (see) BIOS settings.

Use a different video cable, or test the cable in a different system.
Use a different monitor, or test the monitor in a different system.

To properly test to see if the on board video chip is toast you will need to either use a low power video card or a larger power supply to use with the high power video card.

Thanks for the help I swapped the 250w for a 650w and the system booted. So is it the current power supply isn't delivering enough power? it always has before why stop now?

the oem psu's in many systems are anemic to start with. with age and heat the capacitors and diodes break down. PSU's are a Huge contributor to hardware issues because so many OEM's use the minimum required. I always recommend at least doubling wattage from oem if possible. (I know some form factors it isn't feasible).
